The Toronto Raptors were always an off an on team. Superstars Vince Carter and Tracy McGrady brought much popularity to the team in the 90s but didn't bring the same magnitude of wins. In the 97-98 season, they showed just how bad they really were as a cohesive unit when they went 16-66 that year.
